Next steps

The planning process 

The Point of Ayr (PoA) Cable Route Foreshore Works Proposed Development (“the Proposed Development”) is currently in its pre-planning application phase.

Project stage

The statutory Pre-Application Consultation (PAC) for the Proposed Development has concluded, running from 16 June to 14 July 2025. We provided information and draft planning application documents for feedback. The consultation attracted responses from the public, as well as technical stakeholders and governmental organisations.  

What happens next

The Proposed Development lies within the Local Authority boundary of Flintshire County Council (FCC). To secure consent to build the Proposed Development, Liverpool Bay CCS Limited (LBCCS), a member of the Eni SpA group (the Applicant), is considering the feedback received and is preparing a planning application to be submitted under the Town and Country Planning Act (TCPA) 1990 (as amended) to Flintshire County Council (FCC) in August 2025. The consultation activities, analysis of feedback and our response to the issues raised will be presented in the PAC Report submitted as part of the planning application. 

Post-submission stage

Once the application has been submitted to FCC, you will have another opportunity to have your say by providing comments on the application, which you can submit directly to the Council.
