Eni CCUS Holding marks a significant milestone in the UK with the launch of a Community Benefit Fund for the Liverpool Bay CCS project
New 4-year funding programme to invest in education, environmental improvement and local heritage across communities hosting the Liverpool Bay CO2 Transportation and Storage infrastructure

Point of Ayr 9 September 2026 – Eni and Global Infrastructure Partners (“GIP”), a part of BlackRock, strategic partners in Eni CCUS Holding, announce the launch of the “Liverpool Bay CCS Limited Community Benefit Fund”, a new programme designed to deliver long-term investment in the communities that host the Liverpool Bay CO2 Transportation and Storage (T&S) infrastructure, the backbone of the HyNet industrial cluster.

Liverpool Bay CCS will transport CO2 for permanent storage in depleted gas reservoirs located beneath the seabed of Liverpool Bay, serving a wide range of industrial emitters across North West of England and North Wales and contributing to the UK's decarbonisation and reindustrialisation agenda.

The Fund is a voluntary initiative which will be administered in partnership with Cheshire Community Foundation and Community Foundation Wales. It will support charitable and not-for-profit organisations across Cheshire and Flintshire, helping to create lasting benefits for local people and places through projects focused on education, environmental enhancement and the celebration of local heritage and culture complementing the wider economic, employment and investment benefits already being delivered through the T&S infrastructure.

Minister for Local Energy and Jobs, Martin McCluskey, said: “Carbon capture is a route to reindustrialisation and tackling the climate crisis, and this project is reigniting the proud industrial heritage across the North West of England and North Wales through skilled, well-paid jobs in clean energy. We're determined that local areas benefit from hosting national infrastructure and this fund will support local priorities from education to the environment, driving good growth in every postcode."

Welsh Government Minister for Enterprise, Connectivity and Energy, Adam Price, said: “The Liverpool Bay CCS project has the potential to drive industrial decarbonisation and economic growth across north- east Wales, creating jobs and supply chain opportunities. I welcome the launch of the Community Benefit Fund, which will help local communities share in the long-term benefits of this significant investment."

Following Financial Close with the UK Government in 2025, Liverpool Bay CCS will allow around 60% of project expenditure to be delivered through UK-based supply chains. This represents more than 2,000 jobs estimated during construction and 200-300 long-term roles, helping to transform Eni CCUS Holding's regional operations from oil and gas to carbon capture and storage.

Liverpool Bay CCS demonstrates how major CCS Clusters can support economic growth and skilled employment beyond traditional economic centres, reinforcing the role of North Wales and the North West as a strategic hub for industry, energy innovation and industrial transformation.
