We recognise that demolition and construction activities have the potential to impact the local community. With works now underway, you may notice an increase in site activity, including higher noise levels and more vehicle movements. A number of measures are in place to reduce disruption wherever possible.

Operating hours
Permitted working hours are in place, with one hour allocated to preparation and close down of the site around these times, as per the planning consent:
- Monday to Friday: 8am – 6pm
- Saturday: 8am – 1pm
To minimise disruption, temporary facilities have been installed including dedicated car parking spaces, a warehouse and a designated lay down area for staging materials and equipment. These facilities have been designed to improve operational efficiency, ensure safe working practices and support overall project delivery.
Traffic and access
The construction and support vehicles will use existing roads or tracks to get to where they need to be. Access to the site will be via the main entrance off the A548 Coast Road and not via Station Road. A temporary diversion of Public Rights of Way (PROW) [409/27/10] will be established via existing PROW [409/28/20] for pedestrian use during construction subject to local authority approval.
Dust, noise and vibration
A Dust Management Plan has been produced which outlines the control measures in place to reduce the offsite impact in relation to dust.

Ecological Clerk of Works (ECoW)
An ECoW has been appointed to support, oversee and monitor the ecological aspects of the work at the Point of Ayr (PoA) Terminal. They will be responsible for ensuring compliance with protected species and habitats legislation, monitoring ecological conditions and undertaking surveys.

Health and safety
LBCCS and its primary contractor for this work, Saipem, have extensive experience in designing, building, and operating safe and effective industrial infrastructure and will use this expertise throughout the decommissioning and site preparation works of the PoA Terminal.
Safety remains our top priority at every stage of the PoA Decommissioning and Site Preparation Works. To support this, we have implemented security measures at the PoA Terminal, including:
- deployment of additional security personnel to increase on-site presence;
- restriction of vehicular access both to the PoA Terminal and around the colliery area; and
- installation of physical barriers, including concrete barriers surrounding the PoA Terminal boundary and strategically placed fencing.
In alignment with LBCCS’s stringent safety practices, our contractor, Saipem, adheres to a ‘Life-saving Rules' (LSR) policy, which are a set of non-negotiable safety regulations designed to protect workers and prevent accidents on-site.
The project will follow the Construction Design and Management (CDM) Regulations, 2015, to ensure the highest safety standards and will be regulated by the UK Government with the Health and Safety Executive (HSE) overseeing safety.
