Introduction
Liverpool Bay CCS Limited (LBCCS), a member of the Eni SpA group, is bringing forward plans for the Runcorn Carbon Dioxide Spur Pipeline Proposed Development (the Runcorn Spur Pipeline Proposed Development). The Runcorn Spur Pipeline Proposed Development would transport CO₂ from the new carbon capture plant at Viridor’s Energy from Waste facility in Runcorn to the HyNet Carbon Dioxide Pipeline at Ince. The HyNet Carbon Dioxide Pipeline is a Nationally Significant Infrastructure Project being developed by LBCCS, which was granted a Development Consent Order by the Secretary of State for Energy Security and Net Zero in March 2024. The objectives of HyNet are to reduce carbon dioxide (CO₂) emissions from industry and to support economic growth in the north west of England and north Wales.
This public consultation on the Runcorn Spur Pipeline Proposed Development has now closed. It ran between 13 March and 10 April 2025 and welcomed input and feedback to inform our planning application. Our next steps will be to review the feedback and finalise the plans ahead of submitting the applications to the planning authorities in summer 2025.
